Jimmy Carter, Mikhail Gorbachev, the American Medical Association and 48 nations are among those who lobbied the Supreme Court Monday to end the execution of killers who committed their crimes before age 18.
The United States executed more young killers than the rest of the world combined between 1990 and 2003, the diplomats’ filing said.
In the past four years, only five nations have executed juveniles, the diplomats said: Congo, China, Iran, Pakistan and the United States.

Report: Bigger breasts offered as perk to soldiers

NEW YORK (Reuters) -- The U.S. Army has long lured recruits with the slogan "Be All You Can Be," but now soldiers and their families can receive plastic surgery, including breast enlargements, on the taxpayers' dime.
The New Yorker magazine reports in its July 26th edition that members of all four branches of the U.S. military can get face-lifts, breast enlargements, liposuction and nose jobs for free -- something the military says helps surgeons practice their skills.
"Anyone wearing a uniform is eligible," Dr. Bob Lyons, chief of plastic surgery at Brooke Army Medical Center in San Antonio told the magazine, which said soldiers needed the approval of their commanding officers to get the time off.
Between 2000 and 2003, military doctors performed 496 breast enlargements and 1,361 liposuction surgeries on soldiers and their dependents, the magazine said.
The magazine quoted an Army spokeswoman as saying, "the surgeons have to have someone to practice on."

CHICAGO, Illinois (AP) -- A Japanese man flying to Ohio was arrested after he was seen writing down the words "suicide bomb," but he was released without charge after explaining that it was an impromptu English exercise.
The 60-year-old man told investigators he came across the words in a newspaper and wanted to look up their meaning, police spokeswoman Alice Casanova said.
"He teaches himself English by reading newspapers," she said. "It was all just a miscommunication."
The man was aboard United Airlines flight 1184 en route to Dayton, Ohio, on a business trip Sunday when a fellow passenger spotted the words and alerted an attendant, Casanova said.
The flight returned to O'Hare International Airport, where the man was taken into custody and all of the other 120 passengers were taken off the plane and rescreened.
Investigators also searched the plane. "Nothing panned out and he was released," Casanova said.
Transportation Security Administration spokeswoman Andrea McCauley said travelers need to be mindful of how they behave on airplanes because potential security threats are treated very seriously.
"We caution people not to write about bombs because if they're going on vacation, their travel plans will be disrupted," she said.

LOS ANGELES - A jury recommended that a vice president of legal affairs at Sony Pictures Entertainment and his wife should pay more than $500,000 in damages to a woman who claimed that they kept her as an indentured servant.
A jury on Thursday found James and Elizabeth Jackson liable for subjecting Nena Ruiz to involuntary servitude and for negligence and fraud. Elizabeth Jackson was also deemed liable for assault and battery.
"Of course, we're very disappointed in the verdict," said their attorney, Jack Daniels. He said his clients were considering an appeal.
Ruiz, 60, claimed in a Superior Court lawsuit filed last year that she often worked at least 18 hours a day and was forced to do strange household chores such as heating chicken nuggets and cutting up bananas or pears for two dogs.
She said she was paid $300 for a year's work at the couple's Culver City condominium.
Ruiz also alleged that she had to sleep in a dog bed and that Elizabeth Jackson repeatedly slapped her and pulled her hair.

HAYWARD, United States (AFP) - The Loatian-born deer hunter accused of killing six members of a hunting party during a rampage in woodland in northwest Wisconsin at the weekend, has told US authorities that he was fired on first, according to court papers released Tuesday.
Chai Vang told investigators that members of the party verbally abused him, calling him "chink" and "gook," and that one man fired on him as he was preparing to leave the private estate that was the scene of Sunday's deadly shooting spree.
Chai Soua Vang, 36, was surrounded by angry hunters who found him trespassing on their land on Sunday and at least one called him a "gook, chink, fucking Asian," according to a document filed by investigators in Sawyer County Circuit Court.

sharpshooter qualification badge, according to military records obtained Tuesday by The Associated Press.
Chai Soua Vang also earned an expert qualification badge for hand grenade during his time in the Guard, from 1989 to 1995.
But his primary role for the Guard in Sacramento was as a "patient administration specialist," a mostly clerical role. After his discharge, he spent two more years in the Individual Ready Reserve.

Lt. Jonathan Shiroma, a spokesman for the California Guard, said sharpshooter is a middle qualification level for a basic trainee, above marksman but below expert.
The sharpshooter qualification requires hitting 30 to 35 out of 40 targets at distances ranging from 50 to 300 meters, Shiroma said.
Shiroma said trainees have to shoot at least at the marksman level to make it out of basic training. Dov Schwartz, an Army spokesman in Washington, said

NEWARK, N.J. -- A father's attempt to teach his daughter a lesson about drinking backfired when the teen led police to a stash of drugs and weapons inside their home. Kevin Winston, 46, called police on Friday after his 16-year-old daughter came home drunk and unruly. When police arrived, however, the girl told them she feared for her safety because her father stored drugs and weapons in the home.
The girl led officers to a crawl space where they found four semiautomatic guns and more than 600 vials of cocaine.

FOREST CITY, N.C. -- A convicted sex offender in North Carolina who was hired to play Santa is accused of taking indecent liberties with an 11-year-old girl who was portraying Santa's elf.
Authorities say 73-year-old Zay Jones was arrested at a highway rest stop after the child told a woman that Jones had touched her inappropriately in his vehicle. The woman called police.
As part of the plea agreement, 42-year-old Brian Shaw, of Wilton, Conn., will be sentenced to six years probation and is required to register as a sex offender. Shaw also surrendered his medical license to the New York State Health Department.

The US military investigated building a "gay bomb", which would make enemy soldiers "sexually irresistible" to each other, government papers say.
Other weapons that never saw the light of day include one to make soldiers obvious by their bad breath.
The US defence department considered various non-lethal chemicals meant to disrupt enemy discipline and morale.
The 1994 plans were for a six-year project costing $7.5m, but they were never pursued.
The US Air Force Wright Laboratory in Dayton, Ohio, sought Pentagon funding for research into what it called "harassing, annoying and 'bad guy'-identifying chemicals".
The plans were obtained under the US Freedom of Information by the Sunshine Project, a group which monitors research into chemical and biological weapons.
'Who? Me?'
The plan for a so-called "love bomb" envisaged an aphrodisiac chemical that would provoke widespread homosexual behaviour among troops, causing what the military called a "distasteful but completely non-lethal" blow to morale.
Scientists also reportedly considered a "sting me/attack me" chemical weapon to attract swarms of enraged wasps or angry rats towards enemy troops.
A substance to make the skin unbearably sensitive to sunlight was also pondered.
Another idea was to develop a chemical causing "severe and lasting halitosis", so that enemy forces would be obvious even when they tried to blend in with civilians.
In a variation on that idea, researchers pondered a "Who? Me?" bomb, which would simulate flatulence in enemy ranks.
Indeed, a "Who? Me?" device had been under consideration since 1945, the government papers say.
However, researchers concluded that the premise for such a device was fatally flawed because "people in many areas of the world do not find faecal odour offensive, since they smell it on a regular basis".
Captain Dan McSweeney of the Joint Non-Lethal Weapons Directorate at the Pentagon said the defence department receives "literally hundreds" of project ideas, but that "none of the systems described in that [1994] proposal have been developed".
He told the BBC: "It's important to point out that only those proposals which are deemed appropriate, based on stringent human effects, legal, and international treaty reviews are considered fordevelopment or acquisition."

MILWAUKEE -- A suburban Milwaukee teen and his dad are suing the boy's math teacher for assigning homework to be done over summer vacation.
They are seeking to bar homework assignments over the summer.
Peer Larson (pictured, left), a 17-year-old student at Whitnall High School, and his father, Bruce Larson of Hales Corners, contend in the suit which stemmed from an assignment in a math class that school officials have no legal authority to make students do homework over the summer because the state-required 180-day school year is over.
"It is poor public policy," Bruce Larson argued in the lawsuit filed last week in Milwaukee County Circuit Court. "These students are still children, yet they are subjected to increasing pressure to perform to ever-higher standards in numerous theaters. Come summer, they need a break."
The Larsons said they believe that, if teachers want to assign homework during the summer vacation, it should be voluntary and not factored into the student's grade without the student's consent.
Whitnall School Board member Mary Ann Lindberg said the board left the matter up to administrators.
"Sometimes those kinds of decisions are best made at the building level with the teachers and the principal and perhaps someone in administration, because they know best what they're trying to achieve," Lindberg said.
Whitnall School District Superintendent Karen Petric says the district tried to resolve the matter, but was unable to do so.
"I strongly believe the district acted appropriately and didn't do anything wrong," Petric said. "Court is not the place to solve it. It doesn't belong there."
Petric said the district would not have anything else to say on the matter because of concerns over student confidentiality.

NEW LONDON, Iowa -- A southeast Iowa high school girls basketball coach has resigned after an investigation accused him of showing a tape with pornography on it to his team.
New London school officials said coach Paul Lorber resigned out of respect to the district and the players on his team.
Officials said a school investigation showed that Lorber was showing a game tape during a practice when a pornographic scene briefly appeared.
They said the tape had been previously used, and contained material that Lorber was unaware of.
The coach stopped the tape immediately and apologized to his players.
Lorber was in his eighth season as the head coach of the New London High School girls basketball team.
Teacher and coach Gina Sisk has been named as his replacement.
During his time at New London, Lorber lead the Lady Tigers to 120-70 record. He also won the Golden Plaque award from the Iowa Girls High School Athletic Union.
Teacher reassigned after complaints about sex education quiz

A popular Magothy River Middle School teacher has been reassigned to a "non-school-based position" after parents said he gave a sexually charged quiz to students.
Principal Charles Dunlap sent a letter to parents Friday informing them that physical education teacher Jason Madey has been moved pending an investigation.
Questions on the "Young People's Sex Quiz" ranged from the only legal sexual position in Washington, D.C., to the best method to avoid HIV infection.
"In Detroit it is only legal to have sex in a car if a.) The car is moving, b.) The car is parked on your own property, or c.) The car is broken,"
reads one of the questions.
Hotels in Sioux Falls, South Dakota, are required by law to furnish their rooms with twin beds only. There should be a minimum of two feet between the beds, and it is illegal for a couple to make love on the floor between the beds.
The only legal sexual position in Washington D.C. is the missionary-style position
while in Nevada, sex without a condom is considered illegal.

Glenn Alvin Reed, 31, was convicted of robbery, Thursday, in a Waco courtroom, for stealing a cell phone from a man's truck, and then beating him after the victim demanded the phone be returned.
It took a jury all of 15 minutes to convict Reed, who has a previous felony record of similar acts of theft and assault of victims.
A former high school chemistry teacher pleaded guilty to having sexual relationships with at least three students.
Earl Thomas Roske, 41, pleaded guilty Monday to two counts of oral copulation with a minor, two counts of using a minor to produce child pornography and two counts of sending harmful matter to a minor.
Under a deal with prosecutors, Roske faces nearly three years in prison and three years probation when he is sentenced Aug. 26 in Santa Clara County Superior Court.

PANAMA CITY, Fla. -- A Florida sports fan has been sentenced to death for killing his wife after sex.
Christoper Offord got angry because his wife wanted to cuddle after they had sex -- but he wanted to watch sports on television. She died after being struck dozens of times with a claw hammer.
Offord later confessed to a bartender at a sports bar, and eventually pleaded guilty to first-degree murder.
In imposing the death sentence, the judge said the brutality of the crime outweighed any of the defendant's possible mental problems.
Offord did not speak in court, but admitted in a jailhouse interview that he deserved to die.
LINCOLN, Neb. - A California man believed to be the only Japanese-American to have flown over Japan during World War II was awarded the Distinguished Service Medal on Friday, the third highest of the U.S. Army's decorations.
Ben Kuroki of Camarillo, Calif., received the medal at a dinner in his honor Friday night in his home state of Nebraska.
"Receiving this medal so many decades after the fact is truly incredible," Kuroki said at the ceremony. "I had to fight like hell to fight for my country, and now I feel completely vindicated."
The son of Japanese immigrants who was raised on a Hershey, Neb., farm, Kuroki, 88, became a gunner and flew on 58 bomber missions over Europe, North Africa and Japan.
He and his brother, at their father's urging, sought to enlist after the Japanese attack on Pearl Harbor in December 1941. After being turned down by recruiting officials in North Platte, the brothers traveled 150 miles to Grand Island, where they were accepted.
Because of his Japanese ancestry, Kuroki was initially rejected when he asked to serve on a B-29 bomber that was to be used in the Pacific. But after repeated requests and a review of Kuroki's stellar service record, Secretary of War Harry Stimson granted an exception.
After the war, Kuroki returned to Nebraska. He earned a degree in journalism from the University of Nebraska at Lincoln in 1950, and eventually moved to California, where he worked for the Ventura Star-Free Press. He retired from the paper, now the Ventura County Star, in 1984.

I knew this guy and he was NOT Normal. Everyone thinks he was a great guy and I also thought so. But,from day one, I knew he was weird. What everyone reads is misleading. He as not the typical family guy that just had a run of bad luck and snapped all of a sudden. No, he was always a little strange.
He was overbearing and pushy - a control freak of sorts. I could never put my finger on it but I thought he was harmless. In fact, he almost tried too hard to be friendly. He was hyper and didn't really respect boundaries sometimes. He would talk about having been in the CIA but never any details. I was never sure if he was telling the truth about the CIA and that he spoke fluent Arabic, several dialects he would say.
But that's got nothing to do with it I'm sure. He was a freaking ego-maniac and obviously sick. I just can't get over how he could have done this to his beautiful babies. Do you have any idea what a .357 magnum would do to you?? SICK!
I worked with him at Children's Hospital in Oakland in the computer department.
I remember when he became a dad, it made a real impression on me about how proud and happy he was when Niki was born. He did it all right, that note sounds like him. He doesn't deserve anyone's pity, he's a piece of crap.
Give him a break!??! May he burn in hell....
