It's probably fair to say that one is more common than the other.

"change in * over time" is just an informal, everyday (non-scientific) expression.
I'm not sure about the other one. Maybe it's more scientific and short time-frame.

The noun pair can be followed by a singular or plural verb. The singular is always used when pair refers to a set considered as a single entity: This pair of shoes is on sale.
